И еще - переход на IPv6 требует вложения средств. И пока что наличие IPv6 ничего не дает в плане денег. Поэтому выгоднее отложить внедрение IPv6 до момента когда, отсутствие IPv6 будет чревато убытками из за потери связи с ipv6-only хосами.
